Why non-EU sellers need a French EPR representative

📦

August 2026 deadline

PPWR Art. 45 makes it mandatory for all non-EU producers of consumer packaging to appoint a French mandataire REP and register with an eco-organisation — regardless of sales channel.

⚖️

Legal obligation

French law (Art. L541-10 + PPWR) requires all foreign producers to appoint a mandataire REP, file annual declarations, and pay eco-contributions. Failure means fines up to €30,000.

🛒

Marketplace access

Amazon.fr, ManoMano, and Cdiscount also verify IDU numbers and suspend non-compliant sellers. Compliance protects both your legal standing and your sales.

Transparent pricing

Fixed fees per EPR category. No surprises. Eco-contributions billed separately at cost.

Frequently asked questions

What is included in the setup fee?
The one-time setup fee of €490 per category covers: eco-organisation registration on your behalf, IDU number acquisition from ADEME, marketplace account configuration (Amazon Seller Central, ManoMano, etc.), and initial compliance documentation.
What is included in the monthly fee?
The €249/month per category (billed as €2,988/year per category) covers: annual declarations to eco-organisations, eco-contribution calculation and payment management, IDU validity monitoring, and regulatory updates. The annual fee is invoiced in full at the start of each service year.
Are eco-contributions included?
No. Eco-contributions (the amounts paid to eco-organisations to fund recycling) are billed separately based on your actual sales volumes. They depend on your product types, materials, and quantities sold in France. We provide transparent reporting of all eco-contribution invoices.
What happens if I sell in multiple categories?
Each EPR category is billed separately. A seller of electronics with batteries in packaging needs 3 registrations: DEEE (€490 + €249/mo) + Batteries (€490 + €249/mo) + Packaging (€490 + €249/mo). Multi-category discounts may apply; ask us.
How quickly can I get my IDU numbers?
Standard processing: 2-3 weeks from payment. Emergency processing for suspended marketplace accounts: proof of registration within 48 hours, final IDU within 2 weeks.
Can I cancel the service?
The annual service fee is non-refundable once invoiced. Service can be discontinued at renewal date with 30 days written notice before the anniversary date. Setup fees are non-refundable. We handle the transition including eco-organisation notification and IDU transfer documentation.
What changes in August 2026 with PPWR?
PPWR Art. 45 (EU Regulation 2025/40, applicable from 12 August 2026) makes it a direct legal obligation for all non-EU producers of consumer packaging sold in France to appoint an authorised EPR representative (mandataire) and register with a French eco-organisation. This applies to all sales channels — marketplaces, direct websites, wholesale — not just Amazon. Companies that were already compliant under French national law continue unchanged; those who were not must be registered by that date.
