The French WEEE system: Ecosystem and Ecologic
France manages WEEE (Waste Electrical and Electronic Equipment) through two approved eco-organisations: Ecosystem (the market leader) and Ecologic. Every company that places electrical or electronic equipment on the French market must register with one of these organisations, obtain a WEEE IDU from ADEME, and declare the number of units placed on market annually.
Since January 2025, Ecosystem absorbed Corepile (the battery eco-organisation), creating a single entity that manages both WEEE and portable batteries. This simplifies the registration process for producers of battery-powered electronics: one eco-organisation now handles both obligations.
The WEEE contribution rates increased by an average of 51 percent on January 1, 2025, driven by rising collection, energy, and fire prevention costs. This makes eco-organisation choice and product classification more financially significant than ever.
The 7 WEEE categories and their rates
Category 1: heat exchangers (refrigerators, air conditioners, heat pumps). Highest rates due to refrigerant gas handling. Category 2: screens and monitors (TVs, computer monitors). Rates based on screen size. Category 3: lamps (LED bulbs, fluorescent tubes). Lowest rates, typically a few cents per unit. Category 4: large equipment (washing machines, ovens, dishwashers). High rates due to weight and complexity. Category 5: small equipment (vacuum cleaners, toasters, power tools). The most common category for importers. Category 6: small IT and telecom equipment (smartphones, tablets, headphones, routers). Very common for Asian manufacturers. Category 7: photovoltaic panels. Growing category with specific rates.
The rate per unit varies dramatically by category and weight. A small electronic gadget in category 6 might cost 0.03 to 0.20 euros in eco-contribution. A large cold appliance in category 1 can exceed 10 euros per unit.
Classification errors: the most expensive mistake
Incorrect WEEE classification is the single most costly error for electronics manufacturers. A kitchen scale with Bluetooth connectivity is category 5 (small equipment), not category 6 (IT/telecom), even though it connects wirelessly. A portable speaker is category 6. A robotic vacuum cleaner is category 5. These distinctions directly affect eco-contribution rates.

Battery obligations for electronics with rechargeable batteries
Since the Ecosystem-Corepile merger, battery obligations for portable electronics are managed alongside WEEE. Products containing lithium-ion, lithium-polymer, or NiMH batteries require a separate battery declaration in addition to the WEEE declaration. The battery contribution is calculated per kilogram by chemistry type.
Products must display the crossed-out wheelie bin symbol for both WEEE and batteries. For lithium batteries, additional safety warnings regarding fire and short-circuit risks are mandatory on packaging or product labelling.
The eco-participation: a unique feature of French WEEE
France is the only EU country where producers can display the WEEE eco-contribution as a separate line item to the consumer. The mention dont eco-participation followed by the amount allows producers to pass on the cost transparently. This is optional but widely used for large appliances.
Super-modulations for repairability and recycled content
Ecosystem offers significant bonuses for products achieving high repairability index scores: 8.33 euros or 16.67 euros per appliance depending on category and score achieved. Recycled content incorporation premiums of 450 euros per tonne for materials from other EPR streams and 540 euros per tonne for materials from WEEE recycling provide additional incentives.
