When budgeting for French EPR compliance, non-EU sellers need to understand the two separate cost components. The mandataire fee (490 euros setup plus 249 euros per month per category) is fixed and predictable. This pays for the registration, declaration, and management service.
Eco-contributions are the amounts paid to eco-organisations to fund France collection, sorting, and recycling infrastructure. These vary based on your product types, materials, packaging composition, and volumes sold. They are billed by the eco-organisation (through your mandataire), not by the mandataire directly.
Think of it like an accountant who files your taxes: the accountant fee is fixed, but the tax amount depends on your income. Similarly, the mandataire fee is fixed, but the eco-contributions depend on your sales.
How packaging eco-contributions are calculated (Citeo)
Citeo calculates packaging contributions per kilogram per material type. The 2025 rates for common materials are approximately as follows. Glass: 1.5 euro cents per kilogram. Steel: 5.35 cents per kilogram. Aluminium: 18.65 cents per kilogram. Cardboard and paper: 21.43 cents per kilogram. PET clear (bottles and containers): 53.52 cents per kilogram. PE and PP rigid: 58.87 cents per kilogram. PS and complex plastics: over 100 cents per kilogram (dissuasive rates).
For small sellers placing fewer than 10,000 consumer units per year on the French market, a simplified flat rate of 80 euros per year covers all packaging materials without requiring detailed weight declarations. This is ideal for most small to mid-size Amazon sellers starting out in France.
Between 10,000 and 500,000 units, five simplified sector-specific formulas are available. Above 500,000 units, detailed declaration by weight and material is mandatory, and eco-modulation bonuses and penalties apply.
How DEEE eco-contributions work (Ecosystem)
DEEE contributions are calculated per unit placed on market, with rates varying dramatically by product category and weight. Small IT and telecom equipment (smartphones, headphones, tablets) in category 6 typically costs 3 to 20 euro cents per unit. Small household equipment (toasters, kettles, personal care) in category 5 costs 10 to 50 cents per unit. Large equipment (washing machines, refrigerators) costs 5 to 15 euros per unit.
For a seller placing 10,000 small electronic gadgets per year, DEEE eco-contributions are approximately 300 to 2,000 euros annually, depending on exact classification.
How battery eco-contributions work
Battery contributions are calculated per kilogram by chemistry type. For the lithium-ion batteries found in most consumer electronics, the rate depends on battery weight. A smartphone battery weighing 15 grams generates a few cents in contribution. A power bank or portable speaker battery weighing 100 to 300 grams generates proportionally more.
For most consumer electronics sellers, battery eco-contributions represent the smallest portion of total EPR costs: typically 100 to 500 euros per year for moderate volumes.
Total cost examples for real seller profiles
Scenario 1: small Amazon seller, 500 orders per month, selling phone accessories (cases plus screen protectors) in cardboard packaging. Categories: packaging only. Mandataire: 490 euros setup plus 249 euros per month. Eco-contributions: approximately 80 euros per year (Citeo flat rate). Total year 1: approximately 3,558 euros. Total year 2 onward: approximately 3,068 euros.
Scenario 2: mid-size seller, 2,000 orders per month, selling Bluetooth speakers with batteries. Categories: packaging plus DEEE plus batteries. Mandataire: 1,470 euros setup plus 747 euros per month. Eco-contributions: approximately 80 euros (packaging) plus 1,200 euros (DEEE) plus 300 euros (batteries) equals approximately 1,580 euros per year. Total year 1: approximately 11,014 euros. Total year 2 onward: approximately 10,544 euros.
Scenario 3: fashion brand, 5,000 orders per month, selling clothing. Categories: packaging plus textiles. Mandataire: 980 euros setup plus 498 euros per month. Eco-contributions: approximately 500 euros (packaging) plus 2,400 euros (Refashion at 4 cents per piece times 60,000 pieces). Note: Refashion retroactive declarations for past years may add a one-time catch-up. Total year 1: approximately 8,856 euros. Total year 2 onward: approximately 8,876 euros.

Bonuses include source reduction minus 8 percent for documented weight reduction, sustainable forest management minus 10 percent for certified wood-based materials, and recycled content premiums of 40 to 55 euro cents per kilogram. Penalties include plus 10 percent for non-compliant density, plus 50 percent for problematic materials like dark rigid plastics, and plus 100 percent for materials that contaminate recycling streams.
Ecosystem DEEE offers super-modulation bonuses of 8.33 to 16.67 euros per unit for products achieving high repairability index scores, and recycled content premiums of 450 to 540 euros per tonne.

When eco-contributions are invoiced
Eco-organisations invoice annually, typically April to June, based on the previous year declaration filed January to March. Some offer quarterly payment plans. We manage the entire declaration and payment cycle. You receive transparent quarterly reporting of all amounts.

The annual declaration cycle
The eco-contribution calculation follows an annual cycle. During the calendar year, you sell products in France and track quantities by category. In January to March of the following year, your mandataire files declarations with each eco-organisation based on your sales data. In April to June, eco-organisations issue invoices based on the declared quantities. Your mandataire pays the invoices on your behalf and provides you with transparent reporting.
For new registrations mid-year, the first declaration covers the partial year from registration date to December 31. Subsequent years cover the full calendar year. Some eco-organisations like Refashion also require retroactive declarations for past years of sales, which creates a one-time catch-up invoice at first registration.
Controlling your eco-contribution costs
Three factors determine your eco-contributions: the volume of products placed on market (more units means higher contributions), the material composition (recyclable mono-materials are cheaper than complex multi-materials), and the eco-modulation bonuses you qualify for (recyclability, recycled content, weight reduction). Your mandataire can influence the second and third factors through correct classification and active bonus pursuit. The first factor depends on your business growth.
